The Bloomfield Avenue/Lower Broadway Alliance (BALBA) is the District Management Corporation for the Bloomfield Avenue/Lower Broadway Business Improvement District (BID), established in 2017.
Our mission is to strengthen the district through enhanced services, community engagement, beautification, and strategic corridor-wide improvements that benefit property owners, business owners, residents, and visitors alike.
Whether you’re new to the corridor or a long-time business, BALBA is here to ensure you have the tools and support you need to succeed.

District Cleaning & Beautification

We keep the corridor looking vibrant and welcoming with:
  • Seven-day sanitation and maintenance
  • Daily sidewalk sweeping and trash removal
  • Graffiti removal and power washing
  • Seasonal landscaping, hanging baskets, and decorative elements
  • Street pole banner campaigns celebrating new openings and milestones
These services create a clean, attractive environment that draws customers and supports business growth.

Business Promotion

BALBA actively promotes local businesses through:
  • On the Avenue – our signature spotlight series that shares your story and brings visibility to your business
  • District-wide digital campaigns and social media highlights
  • Partnerships with organizations like Invest Newark to amplify promotions and connect you with additional resources
Our goal is to showcase the businesses that make this corridor unique.

Community Events & Holiday Programming

Each winter, BALBA transforms the corridor with illuminated décor and hosts our Annual Holiday Tree Lighting, drawing families and visitors to Bloomfield Avenue. We are continually expanding community programming to increase foot traffic, foster local pride, and create shared experiences that benefit nearby businesses.

Capital Planning & Improvements

BALBA is committed to long-term investments in the district through capital projects such as:
  • The reimagining of Sal Bontempo Plaza to create a safer, more vibrant community space
  • Vision planning and corridor studies that shape future improvements
  • Redevelopment opportunities at Michael P. Calambro Square to enhance seating, social spaces, and better reflect the community’s identity
